When you are just starting out with a
technician class license
, you can listen to all bands/frequencies without restrictions. In fact, you don't need a license to listen, just a radio capable of receiving the desired band/frequencies. However, you are somewhat limited on which frequencies and/or bands that you can legally transmit a signal.

Another reason that this might be a good place to start is that you can find a new one relatively cheap. You can get some experience, and test the waters, without a large investment. In addition, your antenna is included with the unit (handheld), as well as your power supply.
Depending upon your particular radio, you probably won't receive any HF bands, i.e., your handheld radio might only receive and/or transmit on VHF and/or UHF. At the technician level, your HF selection is limited anyhow, but if you decide to move up to the general class level, and/or you purchase a larger base or mobile unit, your choices of operation will expand.
You can spend anywhere from approximately $40 for a small handheld radio to thousands of dollars on mobile and base radios. Base and mobile radios require a separate antenna, power supply, coax and other components.
Some technician class operators start out with a small handheld transceiver (portable) that can operate on some of the bands where s/he has phone (voice) privileges, e.g., 2 meter (VHF), 70 cm (UHF). If you are relatively close, you can try making a
simplex
(direct) connection to another amateur with your handheld. A local"repeater"
can help you make a connection if the simplex signal is too weak to reach the other party (distance will vary).
Of course, when you receive your general license, you earn more privileges on HF (High Frequency). You can then decide on what bands you would like to operate (work). There are multiband transceivers that will TX and RX on many bands (e.g., Yaesu FT-991A.) This is a more expensive radio, but allows for future multiband use on 160 Meters--70 cm.
